changes confronting our program leadership and build an agenda for CHSA at the state
level to build new resources. Head Start Grantee Directors, Governing Board and Policy
Council Members, as well as selected allies, are invited to review and reflect on the
opportunities and challenges presented in our new legislation.

Special Guests
A special presentation by Dr. Marcy Whitebrook and Fran Kipnis from the Center for the Study of Child Care Employment . This presentation will explore efforts by Head Start and Child Care directors to expand educational access, professional development opportunities and improve compensation for staff in the New Jersey Abbott Preschool Program. It will also identify some innovative initiatives in California to support practitioners from a variety of linguistic, cultural and employment backgrounds complete college degrees, such as Spanish language cohorts and BA completion programs for working adults. Presenters Fran Kipnis and Marcy Whitebook from the Center for the Study of Child Care Employment at UC Berkeley will facilitate a discussion with participants about statewide strategies to improve CA's ECE professional development system.

Goals of the Symposium
Head Start’s 2007 reauthorization, Improving Head Start for School Readiness Act of
2007, PL 110 134, initiates in a new era of opportunity and challenge for local
programs, our employees, clients and community partners. For thousands of children and
families in California, the implementation of this act will profoundly impact their experience
and later school success. During this one-day symposium, we will examine and debate key issues such as; how will our teachers obtain their degrees? Will Governing Boards
and Policy Councils understand their increased responsibilities? How will the 5 year grant
period change operational goals? How do we further incorporate research based
practices in assessment, curriculum and instructional planning? How will state
collaboration support the needs of local grantees? Will there be adequate funding to
achieve the mandates of this legislation? What type of state-wide partnerships should we
construct? What are the key policy positions CHSA should build upon?

This one-day symposium is designed for senior level management of grantee
organizations, CHSA Board Members, governing body leadership, and policy council leadership.

Registration Fee is $157.00 CHSA Member Agency, $175 Non-Member Agency
